I know about cycling but my friends who have marine tanks told me they never had a marine tank go cloudy during the cycling. just tested for ammonia which was 0 and nitrite 0 and nitrate 0

fish are fine

do I do a partial or not? what do I do or not do? thanks

Chances are more than likely you have either a bacterial bloom or an algae bloom. Did you do a water change recently? Sometimes cloudy water can be from not washing the sand/gravel well enough and until you do your first water change the sand lays at the bottom undisturbed.

Salt water takes a lot loger to cycle than fresh. Some times in upwards of two months. Maturing at around 6 or so. Chances are your tank is starting into a bacterial bloom. Also you should not have 0 readings on everything here. your tank is cycling and should have readings even nitrates at 20. Your tank could have stalled. Increase the food to your fish and feed your tank. At this point you should have all readings across the board. Also, you need to get a better test kit. Remember it needs to be salt water. Your tank with the proper test kit will never have 0 across the board. Your nitrites will stay around .08-.16 Your nitrates will be around 20-40 depending on what you have in the tank. These are normal readings. Get a better kit. I wouldn't do a water change yet. more than likely a bacterial bloom. Keep an eye on your test results and temperatures. Ride it out.
